I do not understand how the "delay" is configured. For me, this effect is effective at one of the four possible effects? 

The delay can only be controlled on FX which have a "time" parameter =>

TAP4
TAP3
DRV
DCR
DFL
MODD

he therefore varies this one. If you assign any of these effects to your effects you will be able to control them.
